RESPONSE TO GENERIC LETTER 87-09 (TAC NOS. 69198/69199)
RE:
SALEM GENERATING STATION, UNITS 1 AND 2 By letter dated August 8, 1988, Public Service Electric and Gas Company (the licensee) requested a change (LCR 88-06) to the Salem 1 and 2 Technical Specifications (TSs). This request was intended to be consistent with the guidance provided in Generic Letter 87-09, Sections 3.0 and 4.0 of the Standard Technical Specifications. (STS) on-the Applicability of Limiting Conditions for Operation and Surveillance Requirements, dated June 4, 1987.
The proposed amendments would have modified Specifications 3.0.4, 4.0.3 and 4.0.4 of the Salem 1 and 2 TSs.
The staff has completed its review of LCR 88-06 and has concluded that it should be returned with no action because extensive modifications are necessary before approval can be granted.
The major concern is that the guidance provided in GL 87-09 was not followed.
The most significant was the declsion not to remove the exceptions to Specification 3.0.4 from the individual Action Statements. Without the removal of the exception statement from the individual Action Statements the more liberal allowance provided in the revised Specification 3.0.4 could be negated~
While the above is the most significant difference, the other differences, as detailed in LCR 88-06,Section IV are also of concern. Accordingly, enclosed herewith is a copy of your request dated August 8, 1988. Before resubmittal, these differences should be carefully examined.
