DEVELOPMENT OF A RISK-BASED INSPECTION GUIDE FOR SALEM UNIT 2 The NRC has a program for producing plant-specific inspection guidance for resident inspectors using insights from probabilistic risk assessments (PRAs'.
The Risk-Based Inspection Guide (RIG) for a particular plant contains information about its dominant accident sequences, the relative importance of.
the various plant systems that contribute to these sequences, and the more risk-significant failure modes of the important systems.
Plant-specific vulnerabil;ties are highlighted for the resident inspector.
In addition, inspection checklists are provided for the most risk-significant failure modes.
The purpose of the RIGs is to help focus NRC's inspection activities on the most risk-significant aspects of each plant so that our limited inspection efforts have the most benefit to public health and safety. For example, a RIG directs increased attention to a limited number of plant components and it provides guidance for selecting activities to observe and for events to follow-up.
~'e have developed a methodology to produce RIGs for plants that do not have a PPA.
It uses insi~hts from available PRAs to focus a review of the subject plant's design, technical specifications and operating procedures.
We have found that the resulting RIG can capture a useful portion of the risk-significant features of the subject plant.
The RIG project is not part of the Individual Plant Examinatfon (IPE) program.
When an IPE is completed for your plant, the RIG will be revised as appropriate to include the IPE findings.
In order to produce a-*RIG for Salem Unit 2, we will need some additional information about its design and particularly its operating procedures.
