This transmits the findings of the routine resident safety inspection by Mr. R.

Borchardt, Mrs. K. Halvey Gibson and others, of this office, on July 12, 1988

to August 22, 1988, at the Salem Nuclear Generating Station, Hancocks Bridge,

New Jersey.

The inspection consisted of document reviews, interviews, and

observation of activities.

The findings were discussed with Mr. J. M. Zupko,

Jr. of your staff.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation enclosed herewith as Appendix A.

This

violation involved the failure to repair post accident sampling system (PASS)

components in a timely manner and deviations from approved PASS procedures.

You are required to respond to this letter and in preparing your response, you

should follow the instructions in Appendix A.

During this inspection, your corrective actions for PASS weaknesses identified

by a previous NRC inspection were reviewed.

In addition to the violation

cited above, four areas were identified in Section 9 of the enclosed report

where further licensee actions will be required to resolve NRC concerns in

these areas.

In your response to this letter you are requested to respond to

these additional concerns.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.

Your cooperation with us in this matter is appreciated.
