REQUALIFICATION PROGRAM EVALUATION

REPORT NOS. 50-272/88-07(0L) and 50-311/88-07(0L)

During the week of June 13, 1988, the NRC conducted a requalification program

evaluation at the

Salem

Nuclear Generating Station.

The evaluation was

conducted

in

accordance with draft

Revision

to

NUREG-1021,

Operator

Licensing Examiner Standards, ES-601,

The evaluation had two purposes:

(1) evaluation of the

effectiveness of the licensed operator requalification training program at

Salem to determine if the program mai.ntained the competency of the operators,

.and (2) examination of individual operators to determine if they would satisfy

the regulat6ry requirement of passing an NRC administered examination prior to

license renewal.

At the conclusion of the evaluation, generic findings that

evolved were discussed with those members of your staff identified in the

enclosed report.

As a result of this evaluation, your requalification program has been assigned

an overall rating of satisfactory.

One of the reactor operators failed the

simulator portion of the operating examination and all operators passed the

written examination.

These evaluations were made

in accordance with the

criteria established in the above mentioned draft.of NUREG-1021, ES-601.

In a letter from you to the NRC, dated July 1, 1988, the results of the grading

by the Salem staff were presented.

Per your staff's grading, the same reactor

operator (as failed by the NRC) failed the simulator portion of the operating

examination. Also, one senior reactor operator failed the written examination

due to a slightly more conservative grading by the facility.

Your attention is directed to paragraphs 2.3 and 2.2 with respect to two

requalification program deficiencies.

Briefly, (1) the guidance given by the

Salem Operations .Department for implementation of the Emergency Operating

Procedures is not consistent with the guidance contained in the Westinghouse

Owner's Group background documents; (2) the requalification training program

does not include training on the ability to operate the in-plant portion of the

auxiliary and emergency systems other than the remote shutdown panel, which is

not consistent with 10 CFR 55.59(a)(2)(ii).

You are requested to respond to

these concerns within thirty days of the date of *this letter.

The

response requested by this 1 etter and the accompanying Nati ce is not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.

In accordance with 10 CFR 2.190 of the Commission 1 s regulations, a copy of this

letter and the enclosure will be placed in the NRC Public Document Room.
