Combined Inspection 50-272/88-14 and 50-311/88-14
This transmits the findings of the routine resident safety inspection by
Mr. R. Borchardt and Mrs. K. Halvey Gibson, of this office, on June 7, 1988
to July 11, 1988, at the Salem Nuclear Generating Station, Hancocks Bridge,
The inspection consisted of document reviews, interviews, and
observation of activities.
The findings were discussed with Mr. J. M.
Zupko, Jr. of your staff.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements, as
set forth in the Notice of Violation, enclosed herewith as Appendix A.
One
violation involved not promptly entering a Technical Specification (TS) Action
Statement following illumination of a control room annunciator and the second
involved missing a TS surveillance test.
You are required to respond to this
letter and in preparing your response, you should follow the instructions in
Appendix A.
In your response relating to the surveillance test violation you
are directed to respond to the concerns addressed in paragraph 7 of the enclosed
report.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
