Combined Inspection 50-272/88-13 and 50-311/88-13

This transmits the. findings of the routine resident safety inspection by

Mr. R. Borchardt and Mrs. K. Halvey Gibson; of this office, on May 3, 1988 to

June 6, 1988, at the Salem Nuclear Generating Station, Hancocks Bridge, New

Jersey.

The inspectio'n consisted of document reviews, interviews, and obser-

vation of activities. The findings were discussed with Mr. J. M. Zupko, Jr. of

your *staff.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth* in the

Notice of Violation, e~closed herewith as Appendix A.

This violation involved

a recurrent licensee identified failure to complete surveillance testing within

the prescribed period. You are not required to respond to this Notice since

your corrective actions for this violation hav~ been reviewed and found acceptable,

and full compliance had been achieved prior to issuance of this letter.

NRC review of your May 25, 1988 submittal regarding inadequate calibration of

reactor protection system channels was also conducted during this inspection.

Although we have concluded that the potential existed for over pressure delta T

channels to be inoperable during plant operations at both Units 1 and 2, we

determined that the low safety significance of the event and your overall

positive approach toward comprehensive dynamic testing of reactor protection

functions justifies classification of this event as a licensee identified

violation .
