Combined Inspection 50-272/87-32 and 50-311/87-33

This letter transmits the report of the routine resident safety inspection

by Mr. T. Kenny and Mrs. K. Halvey Gibson, of this office, on November 3,

1987 to November 30, 1987, at the Salem Nuclear Generating Station,

Hancocks Bridge, New Jersey.

The inspection consisted of document reviews,

interviews, and observation of activities.

The findings were discussed

with Mr. J. M. Zupko, Jr. of your staff.

Within the scope of this inspection no violations were observed.

However,

Section 5 of the report delineates an unresolved item (272/87-32-02) which

causes concern for the environmental qualification of equipment in the

vicinity of the No. 13 Auxiliary Feedwater Pump enclosure.

Please let me know,

in writing, what is being done regarding our two concerns within this

unresolved item: 1.) the apparent loss of configuration control and 2.) the

operability of equipment, located in the environment surrounding the auxiliary

feedpump enclosure, in the event a steam break occurs within that enclosure.

A new item appears in the attached inspection report, (See Detail 8) covering

the subject of assurance of quality.

Assurance of quality is an area of

evaluation NRC has recently added to the SALP process. Activities at all

levels of a licensee's organization are needed to assure quality.

We will be

evaluating those activities in all functional areas.

Inspection findings

applicable to the assurance of quality may be found in various details of

inspection reports.

Noteworthy findings, both strengths and weaknesses, will

be included in a separate detail item, as it is done in the attached report,

when appropriate.

I have provided reporting guidance to our inspectors in

this area.

They will be glad to discuss it with you or your staff.
