SUBJECT:

SUPPLEMENTAL SAFETY EVALUATION REPORT FOR THE SALEM GENERATING STATION, UNITS 1 AND 2, DETAILED CONTROL ROOM DESIGN REVIEW The enclosed Supplemental Safety Evalu~tion Report (SSER) contains the results of the staff's ~valuation of the Salem Generating Station Detailed CONTROL ROOM Design Review (DCRDR).

The extended implementatibn schedule for implementation of control room improvements is perceived to be a problem.

Public Service Electric and Gas (PSE&G) Company is required by Supplement 1 to NUREG-0737 to conduct a DCRDR of Salem, Units 1 and 2.

The staff, assisted by consultants from Science Applications International Corporation (SAIC), had reviewed the Salem DCRDR Summary Report dated December 29, 1983, a Supplemental

  • summary Report dated September 16, 1985 and several letters dated September 18, 1984, March 31, 1986, November 14, 1986, and January 20, 1987.

An In-Progress Audit was conducted on-site the week of November 26, 1984 and several meetings have been conducted with the licensee on May 23, 1984, March 21, July 1, and September 23, 1986.

On March 28, 1984 a Safety Evaluation Report (SER) was sent to PSE&G identifying numerous concerns and stating the need for a Supplemental Summary Report to address the incomplete items.

Following the on-site audit of November, 1984 a supplemental SER and Technical Evaluation Report were transmitted to the licensee dated April 17, 1985.

In response to the licensee's Supplemental Summary Report of September 1985, a supplemental Technical Evaluation Report was transmitted to the PSE&G on January 8, 1986.

Three m~etinqs have been conducted with the licensee in 1986 to resolve the DCRDR methodological concerns and all of the human engineering discrepancies (HED) identified in DCRDR.

The enclosed SSER summarizes the results of this evaluation.

,_1 Mr. C. Basically, there is now agreement on the resolution of all HEDs, but some loose ends in the DCRDR process still need to be completed by PSE&G and reviewed by the staff. The most serious problem appears to be in the extended Implementation schedule for control room improvements.

PSE&G has stated that implementation of the improvements will occur over the next three refueling outages (approximately 4.5 years).

The staff believes this is excessive in light of the time it has already taken to determine acceptable solutions, and has concluded that the control room improvements program should be completed before startup from the second of the next two refueling outages unless a longer schedule can be satisfactorily justified. Such justification should be provided to, reviewed by, and concurred with, by the staff within 90 days from receipt of this letter.
