UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 Docket Nos.
50-272 and 50-311 Mr. C. A. Mc Ne i 11, Jr.,
Vice President - Nuclear Public Service Electric and Gas Company Post Office Box 236 Hancocks Bridge, New Jersey 08030
Dear Mr. McNeill:
SUBJECT:
USE OF ASME CODE CASE N-133-2 FOR SALEM NUCLEAR GENERATING STATION UNITS 1 AND 2 The staff has completed its review of the Public Service Electric and Gas Company (the licensee) request for authorization to use ASME Code Case N-133-2 for application at the Salem Generating Station Units 1 and 2 as discussed in the licensee's letters dated June 11, 1986, and July 28, 1986.
Code Case N-133-2, "Use of SB-148 Alloys 952 and 954,Section III, Division 1 Class 3", was approved by the NRC as written with no additional requirements other than those specified in the Code Case.
However, the Code Case has been superseded by Code Case N-133-3 which is the current revision of the Code Case acceptable to the NRC.
The Code Case N-133-3 is expected to be fonnally endorsed by the NRC in a future revision of Regulatory Guide 1.84, "Design and Fabrication Code Case Acceptability, ASME Section III, Division 1". Code Case N-133 differs from Code Case N-133-2 by requiring additional documentation.
The licensee is procuring replacement valves for the Salem Units 1 and 2 service water systems.
The new replacement valves.are Jamesbury Model 815l-11-14RLMT which utilize alternate bolting material for the four bolts closest to the shaft on either valve face.
The alternate bolting material was fabricated from Monel Alloy 400 utilizing material specification SB-164. This structural integrity and limit galvanic corrosion. The qualification of these valves is performed by the vendor.
The subject valves are numbered 1SW26, 2SW26, 14SW20, and 24SW20.
Since the licensee has already purchased the subject replacement valves usin*g Code Case N-133-2 and since the difference between Code Cases N-133-2 and N-133-3 is minor, Code Case N-133-2 may be used at Salem Units 1 and 2 within the limitations stated in the "Inquiry" and "Reply"section of the Code Case.
~owever, the licensee may use Code Case N-133-2 for the subject replacement valves only.
The licensee should use the latest approved revision of the Code Case for all future applications.
Use of the Code Case should be documented by the licensee in a future update of the FSAR f Salem Units 1 and-2 *..
