SUBJECT:
LICENSEE PROPOSED CHANGES TO SAFETY EVAtUATION REGARDING MAINTENANCE ON THE SERVICE WATER SYSTEM DURING REFUEtING OUTAGES On February 21, 1986, we transmitted to the Public Service Electric and Gas Company (the licensee) our SER that approved your proposal to perform maintenance on the Service Water System during refueling outages.
The SER and the licensee's evaluations were based on a four day delay from the end of power operation to the time when partial draining of the reactor system would occur.
Based on experience with the recent refueling and Service Water maintenance for Unit 1, the license believes that the time to drain-down can be reduced to 2 days and has provided the appropriate revisions to the safety analysis.
Reducing the drain-down time would increase the decay heat level during the period when only one Service Water header would be available. The temporary remedial measures of using the spent fuel pool and the RWST as heat sinks as well as injection of additional coolant would still be available to cool the core if the remaining Service Water could be restored.
The licensee has added backup battery power to the reactor vessel level instrumentation so that gravity feed from the RWST for core cooling could be maintained even during a complete loss of all AC Power.
We conclude that the licensee's protective measures remain adequate and that our conclusions in the original SER are unchanged.
