Mr. Fischer is the NRC Project Manager in the Office of Nuclear Reactor Regulation for the facility.

In order to more effectively conduct his business during visits to the facility he should be provided with unescorted access privileges.

This certifies that Mr. Fischer is an employee of the U.S. Nuclear Regulatory Commission.

To the extent of our knowledge, he does not possess adverse character traits or indications of aberrant behavior.

Mr. Fischer has been screened to the national level (to include a criminal records check) and no dis-qualifying offenses were noted.

His trustworthiness has been determined by a review of his employment records.

Based on the above, I recommend that Mr. Fischer be granted unescorted access to protected, and type I and II vital areas of your facility.

Mr. Fischer has an 11 L 11 security clearance with NRC Badge No. B-1881.
