Dear Mr. Martin:

NRC COMBINED INSPECTION 50-272/86-05 and 50-311/86-05 SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 and 50-311 Public Service Electric and Gas Company (PSE&G) is in receipt of your letters dated April 30 and March 24, 1986, which withdrew a Notice of Violation regarding a failure to verify leak testing of radioactive waste shipment packaging and which transmitted a Deviation regarding training of quality control inspectors, respectively.

Per your request, our response to the Deviation is provided in Attachment 1.

Your March 24, 1986 letter also included an unresolved item related to the radiological controls associated with the handling and preparation of primary reactor coolant system demineralizer resins for disposal. We recognize your concern and are addressing its resolution.

ATTACHMENT 1 PUBLIC SERVICE ELECTRIC AND GAS SALEM GENERATING STATION RESPONSE TO NOTICE OF DEVIATION Your letter, dated March 24, 1986, identified a deviation from commitments to IE Bulletin No. 79-19, "Packaging of Low-Level Radioactive Waste For Transport and Burial." As stated therein, the deviation was the result of a failure to provide training in changes to NRC and DOT regulations (which were effective in 1983) for two (2) quality control inspectors involved in five (5) radioactive waste shipments in 1985.

1. PUBLIC SERVICE ELECTRIC AND GAS DOES NOT DISPUTE THE DEVIATION.
2. THE ROOT CAUSE WAS THE FAILURE OF THE QUALITY ASSURANCE TRAINING AND CERTIFICATION PROGRAM TO ADMINISTRATIVELY CONTROL SUPPLEMENTAL TRAINING OF QUALITY CONTROL INSPECTORS IN RADWASTE HANDLING, PACKAGING AND TRANSPORTATION.
3. IMMEDIATE CORRECTIVE ACTIONS:
a. All .involved Quality Control inspection pe~sonnel were provided supplemental training in the subject area in accordance with our response to Bulletin 79-19.
4. LONG TERM CORRECTIVE ACTIONS:
a. The Quality Assurance Training and Certification Program will pe reviewed and revised as necessary to:
1) identify any other area of omission, and
2) to ensure that the program specifically provides for and controls supplemental training for radwaste handling, package and transportation as part of the Quality Control inspector's annual proficiency review process.
5. FULL COMPLIANCE WILL BE ACHIEVED BY JUNE 2, 1986.
