Dear Mr. McNeill:
September 5, 1985 The Salem Unit No. 2 has been identified by the International Atomic Energy Agency (IAEA) under Article 39(b) of the US/IAEA Safeguards Agreement for the application of IAEA safeguards.
This notification is the first of a two-part selection process arranged with the IAEA to enable the U.S. to implement IAEA safeguards at a selected facility within the 90-day period specified in the US/IAEA Agreement.
Title 10 CFR Part 75 will be utilized to effect the implementation of this program.
Installation information of the type described in §75.14 should be prepared on the enclosed IAEA Design Information Questionnaire (DIQ) Forms N-71 and N-72.
Fifteen copies of the completed forms are to be submitted to this office by October 11, 1985.
Written instructions which provide guidance in the preparation of these forms have been included with this letter.
Completion of the DIQ will also satisfy the requirements of §75.14. All information submitted by you in response to this request will be transmitted to the IAEA as provided in §75.12.
Upon receipt of the second notification in writing from the NRC, which will be subsequent to DIQ preparation and review, an initial inventory report and subsequent accounting reports are required by §75.32 and 75.33.
The initial inventory report is to be submitted on DOE/NRC Form 742, Material Balance Report (MBR).
A separate form for each material type will be prepared in accordance with printed instructions for completing the form.
This MRR may be based on book values and will start a new material balance period as of your initi~l inventory reporting date as determined in the second notice. The completed MBR should be dispatched to the Commission within twenty (20) days after the specified initial inventory reporting date contained in your second notice.
Utilizing the installation information provided under §75.11, the United States and the IAEA will negotiate a "Facility Attachment" for your facility which will detail how IAEA safeguards will be applied there.
Mr. C. A. McNeill, Jr. To the extent indicated in §75.B(e), you will be provided an opportunity to participate in the preparation of the facility attachment. A model Facility Attachment is enclosed for your information.
To the extent necessary, the provisions of the Agreement and the "Facility Attachment" will be implemented in your facility through the issuance of a license amendment or other appro-priate means.
The anticipated time frame for the second notice is January -
February 1986.
With your cooperation, we hope to meet the US obligations under the US/IAEA Safeguards Agreement as efficiently and smoothly as possible.
