OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON MARCH 29, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on March 29, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18047A444. The meeting notice is also posted on the NRC public website. J. Dixon-Herrity Summary of Meeting:
On March 29, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) SNCs draft RAI responses regarding LAR 17-037 and (2) items 1, 2 and 4 on the ICN and UIN comment status sheet.
The first topic discussed was SNCs draft RAI responses regarding LAR 17-037. In the response to RAI Question 1, the staff noted that the last sentence of the fourth paragraph should include dimensional fabrication, assembly, erection, inspection, examination, and testing requirements as defined by the American Society of Mechanical Engineers (ASME)
B31.1 Code in addition to design requirements and as required by the Tier 2* text in Updated Final Safety Analysis Report, Subsection 5.2.1.1 related to Chemical and Volume Control System piping inside containment. SNC agreed that the additional text would be added to the response when formally submitted. The staff noted that the response to RAI Question 2 addressed the staffs question and no further discussion was needed. Regarding the response to RAI Question 3, SNC requested that the staff provide specific examples of the staffs concerns with the related to evaluating changes to motor-operated and power-operated valves.
The staff and SNC agreed that, after additional internal discussions on both sides, further discussion on this topic was needed at a future public meeting.
The second topic discussed was items 1, 2, and 4 on the ICN and UIN comment status sheet.
For item 1, the staff agreed that the UINs submitted were acceptable since the data reports will contain the results of the component and piping hydrostatic testing per the ASME code requirements. For item 2, SNC proposed rewording the footnote in future UINs and in the ICN for ITAAC Index No. 13 to remove the confusion. The staff stated that SNCs response was acceptable. For item 4, SNC stated that they have identified that the UIN for ITAAC Index No.
98 needed to be resubmitted for an unrelated reason and that they would include the reference in the resubmittal. The staff noted that SNCs response was acceptable. Following the meeting, SNC provided written responses to the items in the comment status sheet (ADAMS Accession No. ML18089A048).
At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. All comments and questions from members of the public were addressed before ending the meeting.
