The changes include revising the annual classroom training from a seven to eight week session to four two-week segments.
The two-week segments will include classroom training and the use of the Salem 2 plant referenced simulator.
PSE&G will also initiate training using new emergency procedures, therefore, the segmented training and implementation of the new procedures should be accomplished in a timely fashion.
PSE&G also proposed to administer written examinations at the end of each segment.
The annual requalification examination will include the total score from the segment examinations and comprehensive oral and simulator examinations and the annual oral and simulator examinations given once a year.
The total of the segment written examinations and the annual oral and simulator examinations meet the criteria contained in I.A.2.1 of NUREG-0737.
PSE&G responded to our requests for additional information, our letters dated October 17, 1983, and February 28, 1984. The requests included PSE&G policy of closed or open book quizzes, use of evaluation or diagnostic tests, and changes to segmented examinations to limit the possibility of compromising examinations.
The use of segmented examination scores to meet the annual examination requirements of Appendix A of 10 CFR Part 55 has been approved for other stations.
However, since Salem is the first station to revise their program from annual to segmented examinations, we recommend you proceed as you requested, but you also should submit reports on the effectiveness of the revised program.
Our comments are contained in the enclosed evaluation.

We have concluded that the program meets the applicable requirements of NUREG-0737 and Appendix A of 10 CFR Part 55.
The enclosed evaluation contains a brief description of the changes together with our evaluation.

Change !f~om Annual to Segmented Training - In 1 ieu of a seven to eight week annual requalification session, training will be conducted in four two-week segments.
The segments will include classroom lectures, discussion and operations on the Salem 2 plant )eferenced simulator.
The change will facilitate expeditious training on new emergency procedures as the five shifts rotate through the two week segments.
Evaluation - The staff concurs that segmented training can be performed in lieu of annual training sessions. This provides add*itional opportunity for the training staff to provide instruction and evaluations of individual and group performance.
The addition of a plant reference simulator indicates that the licensee has made a significant commitment to upgrade the training programs at the Salem Station.
The staff finds this change is acceptable and will provide additional training to licensed personnel.
B.
Segmented Written Examinations to Replace Annual Written Examination -
The licensee has requested that the average of the segmented examinations will be used to meet the annual written examination requirement.
The annual requalification examination will consist of the total of the segmented written examinations given throughout the year and a comprehensive oral and simulator examination given once a year.
Personnel who do not obtain the established minimum acceptable performance level shall be enrolled in an accelerated retraining program.
Evaluation - The licensee's previous program included a seven to eight week training session which was followed by an annual written examination.
The current program contains four two-week segments, each followed by a written examination at the end of each segment.
The licensee will use similar criteria for segment examinations and for overall average of the examination segments.
The criteria is 70% for each segment and 80% overall. The annual examination will include oral and simulator examinations, thereby providing an overall evaluation of individual capability. The staff concludes that this change can accomplish the intent of Appendix A of 10 CFR Part 55 and NUREG-0737, however, the licensee should provide additional follow-up evaluation of the program.
Since the licensee has made significant changes to the composition of the annual requalification examination the staff recommends that the licensee submit reports after the first and second year of the revised program.
The report should include:
0 Any modifications, including the reason for the modifications, made to the program within the conditions specified under Section 50.54(i-1) of 10 CFR Part 50.

The licensee's evaluation of the revised program including; meeting commitments of the preplanned lecture series, annual requalification examination results and any notable changes in on-the-job performance.
Voluntary comments on the revised program by training staff instructors and licensed personnel.
0 A summary of written, oral, and simulator examination results including any additional retraining required by the program.

Response to Additional Information
- 1.
Administration of Closed or Open Book Qu1zzes - The licensee has defined the use of open book quizzes.
Open book quizzes are used as evaluation or diagnostic examinations which allow for practical application of lecture material.
The reference material is generally limited to that which is normally available in the course of performing a task. Although evaluation or diagnostic quizzes are not identified in Appendix A of 10 CFR Part 55, the staff believes that diagnostic quizzes can provide practice to individuals as well as useful information to the training staff to develop the program further.
We find the licensee's response is acceptable.

Use of Evaluation Quiz Questions~in Segmented Examinations - The licensee has stated that evaluation quiz questions will not be repeated verbatim on the segment examinations and has modified their program to reflect this position.
- 3.
Change in Segment Examination Questions - The licensee's initial program proposed to change each segment examination by 20%.
In response to our request the change will be 33%.
In addition, all copies of examinations and answer keys are maintained and secured at the Nuclear Training Center.
The staff finds that the licensee will make an acceptable effort for diversity in the examination questions and a reasonable effort to prevent compromise of examinations.
Summary The licensee's requalification program meets the conditions contained in Appendix A of 10 CFR Part 55 and those contained in Item I.A.2.1 of NUREG-0737 which includes the H. R. Denton letter of March 28, 1980.
