The first issue addressed your polity and practice with respect to open book quizzes and the type of material that could be available during the quiz.

The second issue addressed the percentage of the examination that would be changed each time the examination was administered.

Your response to the first issue indicated that the quizzes are used solely for identifying weaknesses to the instructor so that increased emphasis can be placed on indicated subject areas.

We are satisfied with the response to the type of material used in open book quizzes.

However, there seems to be a conflict between the submitted requalification program and your response regarding grading and how performance on the quizzes relates to measuring the success of an individual in the requalification program.

During our review, we did not question whether evaluation quizzes were used to determine the content for the future segments, retention of past segments or to evaluate progress during the current segment.

We believe the use of evaluation quizzes or diagnostic tests can provide valuable information to the individuals as well as the training staff. However, if many quiz questions are repeated in current segment examinations, we would find this practice unacceptable.

Therefore, please state your policy with regard to the use of evaluation quizzes during current segments, regarding feedback to the students and use of quiz questions of segment examinations.

With regard to the second issue, you proposed to change the content of each examination segment by 20% to 33%.

Further, you will maintain all copies of the examination and answer keys at the Nuclear Training Center, thereby limiting the possibility of compromise.

We find this response is acceptable.

We request that you provide a response to the issue of periodic evaluation quizzes within thirty days of receipt of this letter or provide us with your schedule for responding.
