Dear Sir:
SALEM GENERATING STATION UNIT NOS. 1 & 2 DOCKET NOS. 50-272; 50-311 INSPECTION NO. 82-15 Public Service Electric and Gas Company is in receipt of your letter of 27 October 1982, and the enclosed Notice of Violations and Proposed Imposition of Civil Penalty.
This letter consti-tutes our response to that document.
We have initiated additional management improvement programs at the Salem Generating Station.
These programs include* a major reorganization and relocation of management personnel with re-sponsibilities for site security, reorganization of the Contract Guard Force, consultant assistance, and a variety of other up-grading efforts in the areas of training, security procedures, personnel and equipment.
Detailed descriptions of the planned improvements, schedules for their implementation/completion and other documentation relating to those improvements are included as Attachment A.
As these improvements come to fruition, PSE&G management, at all levels, will continue to assess their effectiveness and the need for additional actions.
Attachment B describes the remedial actions taken in response to each of the five violations.
Our goal is to ensure that these and other situations do not occur again.
The remedial actions, coupl_ed with the increased management attention to the total physical security program, shall enable us to meet that goal.

PSE&G considers the items of non-compliance to be a serious matter, and acknowledges the occurrence of the violation for which the civil penalty was proposed.
Therefore, remittance of the $40,000 is forwarded herewith.
In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of security measures f~r the physical protection of special nuclear materials and certain plant equipment vital to the safety of production or utilization facilities is deemed to be Safeguards Information.
Each person who produces, receives, or acquires Safeguards Information is required to ensure that it is protected against unauthorized disclosure.
The attachments to this letter have been determined to contain Safeguards Informa-tion; therefore, they must not be released for public disclosure.
