We have reviewed your response to the violation described in the Notice of Violation and Proposed Imposition of Civil Penalty and have also reviewed your description of the security program improvements submitted to us in accordance with 10 CFR 50.54(f).

These actions will be examined during a future inspec-tion of your licensed program.

As a result of our review of your letter, a telephone conversation on December 13, 1982 was conducted between Mr. A. Gody of the NRC Region I Office and Messrs. J. Zupko and P. Moeller of your staff to clarify certain aspects of your response. Based on this conversation, we have determined your response is acceptable and understand that you wiil:

Notify the NRC of all changes to your security plan, in accordance with 50.54(p).

(Your response to Item II.A did not correctly reflect the requirement that all changes be reported, even temporary changes.

Any change which decreases the safeguards effectiveness of the plan must be reported before implementation, and all others within 60 (2)

(3) days of implementation.)

Inform the Regional Office when a date is established for delivery of the portable, diesel generator driven, high intensity lighting units, which will b~ available for security use; Provide the Region I Office, within 30 days of the date of this letter,.. a schedule for implementation of the security lighting improv~~ents; and,

Until the security lighting improvements are completed, provide the Region I Office a bi-monthly progress report describing the status of the improvements.

If our u~derstanding of these actions is not correct, please inform the Region I Office within 10 days of the date of this letter.

In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of findings of your facility security measures for physical protection are deemed to be Safeguards Information.

Each person who produces, receives, or acquires Safeguards Information is required to ensure that it is protected against unauthorized disclosure.

Therefore, the enclosure to your November 22 letter will not be placed in the Public Document Room and will be distributed pur-suant to 10 CFR 73.2l(c).
