J.f\\N 1 1 1983 Sub,ject: Systematic Assessment of Licensee Performance (SALP) Report and your letter, dated December 16~ 1982 This refers to the SALP for Salem Nuclear Generating Station, Units l and,*2, conducted by this office on November -1, 1982, and di s~ussed with your staff at a meeting on November 23, 1982.

The list of attendees at the meeting is attached as Enclosure l. The NRC Region I SALP Report is attached as and evaluates the period September l, 1981 through August 31 9 1982.

As noted in our letter fort,\\larding the SALP Report, additional NRC and Public Service Electric and Gas Company management attention is needed in the area of security and safeguards.

During the meetfog of November 23, 1982, we discussed our assessment of your regulatory performance in each functional area.

Yottr comments at the meeting, and your fiecember 169 1982 letter, described actions that you are taking to improve your performance.

We have found these actions to be responsive to the identified weaknesses.

In particular, the initiatives you have described with respect to the site security program appear to reflect an effort which would provide continuing improvement in performance.

With respect to engineering support, our assessment is based on our perception in light of the examples provided.

Each example is an unresolved inspection issue awaiting engineering resolution.

t~e fully recognize and acknowledge the management mandate to establish priorities, particularly in view of the volume of engineering effd:t~t necessitated by post-TM I changes.

Our inspectors have noted that appropriate measures are in fact promptly taken by the

  • operating and engineering staffs whenever significant operational safety concerns are *11dentified.

However, as reflected ;tn the SALP Report, some of these measures are interim in nature and require final engineering resolution. Our concern is that the interim measures and the delays in resolving equipment problems places additional burdens on the operating staff and such burdens could unduly complicate operator actions and assessments of plant conditions during plant emergencies':

For these reasons, we believe that you should continue to focus on more prompt engineering attention to these matters.

Based on your comments during the meeting and with due regard to your December 16 letter, we have found that no changes to our assessment are necessary. Therefore, we have not supplemented our report.

Since SALP is a continuing effort by the NRC, the effectiveness of your actions to improve performance will be evaluated dth?~'\\19 the routine inspection program.

In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosures wi 11 be pl aced in the NRC Pub 1 i c Document Room.
