LICENSEE COMMENTS SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
SALEM GENERATING STATION UNITS NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Pursuant to discussions between you and our Mr. J. T. Boettger, we are hereby submitting our comments on the NRC's SALP Report transmitted with your letter dated November 15, 1982 and pre-sented at the meeting on November 23, 1982.
Plant Operations We take exception to the SALP Report statement that, "In resolving safety issues, the licensee's engineering department shows a lack of responsiveness to operational concerns."
Observed examples of untimely response are given followed by a comment that there has been little motivation to respond since the engineering department enjoyed independence under a separate Vice President.
We believe this conclusion to be incorrect.
Nuclear safety concerns, whether identified internally or by regulatory bodies are of paramount interest at all levels of our management.
When nec.essary, identified safety concerns have been escalated through management levels andvpriorities established to resolve such items.
We believe that engineering has provided good technical support for plant operations with due consideration to nuclear safety issues.
We would be pleased to discuss with you the specific examples cited in the SALP Report.
As noted in the SALP Report, PSE&G has reorganized to place engineering support in a new Nuclear Department which is located at the Salem Station site on Artificial Island.

Priorities will still be established with nuclear safety being of paramount concern at all management levels.
Security and Safeguards On November 23, 1982, a comprehensive report was filed which discusses the actions being taken with regard to the civil penalty imposed.
We believe that this response addresses the concerns identified in the SALP Report.
