INTRODUCTION This report documents the drop test conditions and the measurements of the drop test deformations of the 55 Gallon Versa-Pac (Prototype #2) that was dropped on September 7, 2017, in the compound of Container Products Corporation (CPC), in Wilmington NC. The purpose of this additional drop testing is to increase the allowable payload weight for the 55 gallon Versa-Pac to 350 lbs. The test subject was loaded with of sand and steel blocks until the total package weight was 750 lbs.

Subtracting out the 396-lb tare weight of the Versa-Pac Prototype #2, the tested payload weight was 354 lbs. The drop test report prepared by CPC for this series of Versa-Pac testing is provided in Appendix A. It was determined that there was no release of material or breach of containment from the package, thus it is considered that the package passed all tests and the increase of the payload weight for the 55-gallon Versa-Pac is acceptable.

The tests include:

Free Drop Test 1.2 m (4ft)

Free Drop Test 9 m (30 ft)

Dynamic Crush Test Pin Puncture Test The tests were conducted on unyielding surface under ambient temperature conditions, in the order listed above, per Type(A) Fissile certification requirements. The packages corner end, drum side and top lid were considered as the drop positions to cause maximum damage to the package during the free drop, dynamic crush and pin puncture conditions respectively. The test conditions and the deformation results are documented in the following sections.

Drop Test Conditions and Deformation Results 2.1 Free Drop Test - 1.2 m (4 ft)

Test Requirement:

As documented in 10CFR71.71(c)(7), the free drop is conducted onto a flat essentially unyielding, horizontal surface, striking the surface in a position for which maximum damage is expected [1].

The required drop height for packages that weigh 11,000 pounds or less is 4 feet [1].

The damage during the 4ft drop was observed at the corner of the package at the bolt connection of the drum ring.

Test Requirement:

As documented in 10CFR71.73(c)(1), a free drop is to be conducted through a distance of 9m (30 ft) onto a flat, essentially unyielding, horizontal surface, striking the surface in a position for which maximum damage is expected [3].

The 30 ft drop deformation was observed at the corner of the package at the drum ring and the drum lid reinforcing plate. As shown in Figure 2-4, a closer look at the deformed corner shows tear of the drum ring at the drop location.

Test Requirement:

According to 10CFR71.73(c)(2) a crush test is required when the package has a mass not greater than 500 kg (1100 lb), an overall density not greater than 1000 kg/m3 (62.4 lb/ft3) based on external dimension, and radioactive contents greater than 1000 A2 not as special form radioactive material.

For packages containing fissile material, the radioactive contents greater than 1000 A2 criterion does not apply [3].

The crush test is conducted by positioning the package on a flat, essentially unyielding horizontal surface so as to suffer maximum damage by the drop of a 500-kg (1100-lb) mass from 9 m (30 ft) onto the package. The mass must consist of a solid mild steel plate 1 m (40 in) by 1 m (40 in) and must fall in a horizontal attitude [3].

The 30 ft crush resulted in a deformation of the package in the top and bottom, in the crush sitting position, sides of the package. As shown in Figure 2-6, the drum is deformed to flatten at the location the plate hit the drum and the surface opposite to it. In addition, a localized deeper deformation was observed on one end of the top side of the drum which seems to be developed due to the edge of the crushing steel plate.

Test Requirement:

According to 10CFR71.73(c)(3) a puncture test is required by performing a free drop of the package through a distance of 1 m (40 in) in a position for which maximum damage is expected, onto the upper end of a solid, vertical, cylindrical, mild steel bar mounted on an essentially unyielding, horizontal surface. The bar must be 15 cm (6 in) in diameter, with the top horizontal and its edge rounded to a radius of not more than 6 mm (0.25 in), and of a length as to cause maximum damage to the package, but not less than 20 cm (8 in) long. The long axis of the bar must be vertical [3].

The pin puncture deformation was observed on the top end (lid) of the package. As displayed in Figure 2-8, the lid is deformed inward. The deepest puncture deformation is located at the center of the lid at which it hit the steel bar.

Package Deformation Measurement Summary After performing all tests, the package deformations were measured using rulers and a tape measure. The deformation measurements are documented in Table 3-1 below.

TEST RESULTS A. Free Drop Test at 4ft-ref 10CFR 71.71(c )(7)

The container was loaded with sand and steel blocks to a loaded weight of 750lbs. Including a mixture of 10 lbs of flour and 4oz of tluorescein that was added to container near the intended point of impact.

The Versapack was then positioned at a 45 degree angle with center of gravity over point of impact and dropped from 4ft onto a drop test pad that is designed to conform to the IO CFR requirements of a flat, essentially unyielding, horizontal surface. The point of impact being the closure ring bolt.

After the container was dropped then the QA representative wiped the container with clean rags and verified with a black light that there was no evidence of tluorescein. No evidence was found and the test was considered a pass.

B. Free Drop Test at 30 ft-ref 10 CFR 71.73(c)(l)

Following the drop test at 4ft: the already loaded container was dropped from 30ft:

onto drop test pad. The orientation of the container was at approximately 45 degrees with center of gravity over point of impact. The point of impact was the lid closure ring 180 degrees from the bolt.

After the container was dropped then the QA representative wiped the container with clean rags and verified with a black light that there was no evidence of fluorescein. No evidence was found and the test was considered a pass.

C. Crush Test -ref 10 CFR 71. 73( c)(l)

The mass consisting of a solid mild steel plate Im x Im and 2 1/2 inches thick in a horizontal orientation weighing 1141 lbs was dropped from 30ft onto the loaded container. The container was positioned horizontally and rotated 90 degrees from previous impact points for this test.

After the solid mild steel plate was dropped then the QA representative wiped the container with clean rags and verified with a black light that there was no evidence of fluorescein. No evidence was found and the test was considered a pass.

D. Puncture Test-ref IOCFR 71.73 (c)(3)

The loaded container having passed all previously mentioned test was then subjected to a puncture test.

This test consists of the container being dropped 40 inches onto the upper end of a solid, vertical, cylindrical, mild steel bar mounted on an essentially unyielding, horizontal surface. The bar must be 15 cm (6 in) in diameter, with the top horizontal and its edge rounded to a radius of not more than 6 mm (0.25 in), and of a length as to cause maximum damage to the package, but not less than 20 cm (8 in) long. The long axis of the bar must be vertical Point of impact was the center of the lid.

After the container was dropped then the QA representative wiped the container with clean rags and verified with a black light that there was no evidence of fluorescein. No evidence was found and the test was considered a pass.

Conclusion:==

The container manufactured by CPC in accordance with drawing 31-4502-2-01 is considered having passed the 4ft drop test, 30ft drop test, crush test and puncture test.
