l APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Newark, New Jersey 07101 Docket No. 50-311 License No. DPR-75 As a result of the inspection conducted on September 2-3, 1981, and in accordance with the NRC Enforcement Policy, 10 CFR 2, Appendix C, the following violation was identified:
Environmental Technical Specification 2.3.2.g requires that the radioactivity in steam generator blowdown be continuously monitored and recorded and that the blowdown flow be diverted to the waste management system whenever the monitors are inoperable.
Contrary to the above, on August 29, 1981, the monitors were inoperable when the automatic isolation capability was defeated and steam generator blowdown was not diverted to the waste management system during a planned release.
This is a Severity Level IV violation (Supplement IV.D.5).
Pursuant to 10 CFR 2.201, Public Servic~ Electric and Gas Company is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply including the corrective steps which have been taken and the results achieved, corrective steps which will be taken to avoid further violations, and the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending your response time.
