Station, Units 1 and.2 of activities authorized*by NRC.License Nos. DPR-70
and DPR-:-75. and to the discussions of our findings h~ld by Mr. l. Ncirrholrn
with Mr. H. Midura of your staff periodically during the inspection.

Items A and C in the Notice of Vfolation enclosed with: this letter were identi-
fied during previous .inspections of your licensed activities on March 30 -
.Aprir 30, 1980, and JLily.1-31, 1980~ and were documented in the enclosure to
our letters dated June 5, 1980 and August 19, 1980 *. Your letters to this office
- dated July 2, 1980 and September 9, 1980 stated that alarm maintenance, *certain
- procedure changes, and cautions to the operators would* prevent recurrence of.
these items~ From our August 4 - September 14, 1981 inspection it appears that
the stated corrective actions were not effective since these items have recurred *

Recurrent and uncorrected items of noncompliance are given additional weight
in the consideration and selection of appropriate enforcement.action. There-*
fore, in your response* to this letter, you should give particular attention
to those actions taken or planned to ensure that identified items of non-
compliance will be completely corrected and will_not recur. *
.ln accordance with 10 CFR 2.790 of the Commission's regulations**, a copy of
this letter and the enclosures will be placed in the NRC's Public Document
Room.
If this report contains any information that you (or ydur contractors}
believe to be exempt from disclosure under 10 CFR 9.5(a)(4), ft 'is necessary
that you (a) notify this office by telephone within ten (10) days from the_.
date of this letter of your intentfon to.file a request for withholding; and-*
(b) submit within 25 days from the date of this letter a* written application
to-this office to withhold .such information.* Consistent with--section 2.790(b)
. (1), any such application must.be.accompanied,by an affidavit executed by the
owner of the informatfon which i~entifies the document or part sought to be *
withheld9 and which contains a full statement of- the.reasons on the basis which
it is c_l aimed that the infonnation should be withheld from public disclosure.
This section further requires the statement to address with specificity.the
considerations 1 isted in 10 CFR 2:790(b}(4). The information sought to be
withheld shall be incorporated as far as possible into a separate part of the
- affidavit. If* we do not hear from you in this regard within th'e specified
