APPENDIX A NOTICE OF VIOLATION
. Public Service Electric and Gas Company Docket No. 50-272 This refers to the inspect ion conducted by a repre*sentat i ve of the Region I (Philadelphia) office at the S.a.lem Generating Station Unit l, Hancocks Bridge, New Jersey, of activities authorized by NRC License No. DPR-70.
During this inspection conducted on October 6-7 and 9-10, 1980, the following apparent item of noncompliance was identified. This item is a deficiency.
The Salem Unit l technical specification 6.8. l states, in part, that "Written procedures shall be established, *.* covering the activities referenced below:

The applicable procedures recommended in Appendix 11A 11 of Regulatory Guide 1.33, November 1972.*.
11 Regulatory Guide 1.33, November 1972, Appendix 11A 11,Section I. l. states, in part, that "Maintenance which can affect the performance of safety-related equipment should be... performed in accordance with written procedures,... "
Maintenance Procedure MllF, paragraph 3. 1, states, in part, that 11 *** when the reactor vessel is open, the control area is the reactor vessel pit...
11 This procedure further state.s, in part, that "Control of tools and items in an area is by securing essential personal items... by taping to the body...
11 Contrary to the above, on October 10, 1980, member$ of a work crew, including a supervisor working from a position over the reactor vessel pit, did not have essential personal items taped to their body or otherwise firmly secured.
