. IDENTIFICATION OP. OCCURRENCE:

Refueling Water Storage Tank CRWST) Inoperable CONDITIONS :PRI"OR TO OCCURRENCE:

Mode 3 DESCRIPTION OF OCCURRENCE:

A chemical analysis of the RWST revealed the boron concentration to be at 1980 ppm.

This being below the 2000 ppm minimum, Action State-ment 3.l.2.8b and 3.5.5 were entered at 2300 hours0.0266 days <br />0.639 hours <br />0.0038 weeks <br />8.7515e-4 months <br />.

This required the RWST boron concentration to be restored within one hour or be in at least Hot Standby within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in Cold Shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Personnel Error ANALYSIS OF OCCURRENCE:

At the time of this occurrence, the RWST was being recirculated through a temporary demineralizer to reduce the sodium levels in the tank.

A sample analysis revealed the boron concentration below Technical Specification minimum.

Boron was added to increase the concentration in the tank.

The RWST was re.sampled and the boron concentration increased to 2160 ppm.

It is believed that the analysis of 1980 ppm was incorrect because the amount of boron added would not have increased the concentration by that amount.

CORRECTIVE ACTION

The boron concentration was increased and the Action Statement was terminat;ed at* 0.445 hours0.00515 days <br />0.124 hours <br />7.357804e-4 weeks <br />1.693225e-4 months <br /> on, August 1,, l.980f the procedure for boron analysis was reviewed with the chemical technician.

The sampling frequency was increased while circulating the RWST through this demineralizer.
