Frederick W. Schneider Vice President Public Service Electric and Gas Company 80 Park Place Newark, N.J. 07101 201/430-7373 Production July 2, 1980 Mr. Boyce H. Grier, Director US Nuclear Regulatory Commission Off ice of Inspection and Enforcement Region 1 631 Park Avenue King of Prussia, Pennsylvania 19406

Dear Mr. Grier:

NRC IE BULLETIN NO. 80-11 MASONRY WALL DESIGN NO. l UNIT SALEM GENERATING STATION In response to NRC Bulletin No. 80-11, Items 1, 2a, and 3, we submit the following:

Item 1 We have identified the masonry walls used in the construction of Unit No. 1, Salem Generating Station and the piping and/or equipment in proximity to them.

This information is presented in Attachment No. 1 and is listed by floor elevation.

The only Seismic 1 Building at the Salem Plant which has masonry walls is the Auxiliary Building.

None of these walls are used to support seismic category 1 piping, nor is any wall required to resist missile impact, jet impingement, pipe whip, or pressurization loads.

These masonry walls are not load bearing structural walls.

They function primarily as partition walls or as removable shielding plugs in poured reinforced concrete walls, or are used as walls around the battery room to contain corrosive fumes.

Mr. Grier 2 -

7~02-80 All partition and battery room walls are filled solid with mortar and are heavily reinforced in both directions, as well as being dowelled or anchored into the supporting concrete floor and adjacent walls.

The identification of the masonry walls and piping and/or equipment in proximity to them was achieved by diligent search of structural, architectural, mechanical, electrical, and controls design drawings.

The results were then confirmed by a field walk through all areas accessible while the unit was operating.

Item 2a The results of the investigation for Item 1 of this Bulletin have dis-closed only three areas which appeared to warrant a detailed examina-tion.

These are:

1) partition wall on the center line of the corridor on elevation 100'-0, which separates Unit No. 1 from Unit No. 2;
2) partition wall on elevation 122'-0 separating the maintenance room, and janitor's closet from the RMS, process group and reactor protec-tion cabinets; and 3) the walls around the battery room on elevation 64'-0.

These walls, by virtue of their height and proximity to other equipment, will be reevaluated.

'The result will be included in our final (180-day) report.

This report will also include an evaluation of some minor masonry shielding walls.

Item 3 We have reanalyzed these three walls in order to assure ourselves that the operability of any safety-related system is not in jeopardy.

We have performed a pseudo-dynamic analysis tQ determine the amplified response of the block wall under earthquake (design basis) loading.

To obtain a conservative response, we have varied the material proper-ties of the walls to obtain the most critical frequency of the wall strip under analysis, and used the responses of floors above the walls as the loading input.

The out of plane flexural stress, the end shear, and the dowel bearing stresses have been checked and found to have a sufficient'factor of safety.

We have concluded that this conservative, although simplified type of analysis, shows that the walls have an adequate factor of safety, and no safety-related system or equipment is in jeopardy.

Mr. Grier 3 -

7-02-80 We feel confident that during the 180-day period, a more detailed reevaluation of these reinforced masonry walls will confirm our sim-plified analysis and that a confirmatory wall test program will not be required.

Sincerely,
