NRC INSPECTION 50-272/79-33 SALEM NO.. 1 UNIT In reply to the item of deviation addressed in Appendix A of Inspection 50-272/79-3*3 *dated March *7, 1980 we 'hereby submit the following response:

Item: A, D'e:Viati:on

  • The Final Safety 1\\nalysis Report describes* the Auxiliary Feedwater Systeni as seismic category '.I: and* includes valves 1AF81 and 1AF82 in the system as depicted in Figure 10.2-4 of the 'FSAR.

Contrary to the *above,* on January 28, 1980, it was deter-mined that valves 1AF81 and 1AF82 had been: deleted from the system design during construction and that valve 1DR7, the dendneralized water system: fill line check valve nearest the tank, was not designed as* seismic category '.!, resulting in a non-seismic design and. a potential for failure of the de-mineralized water line during the seismic event.

When valves* lAFBl and 1AF82 {Poth safety related _valves}

were. removed from* the A-uxiliary* 'Feedwater System piping diagram, 1DR7 became 'the 'first upstre*a:m valve 'from the Auxiliary Feedwa ter Storage Tank. *Inadvertently, valve 1DR7 was located on the Demineralized Water Restricted Area piping diagram, which 'is non-safety related.

This oversight was discovered by the Engineering Department during a subsequent review of the system diagrams.

To correct the situation, an exact duplicate valve (2DR7 removed from Unit 2) was seismically tested by the Franklin Institute Research Laboratory in Philadelphia, Pennsylvania to qualify it for that intended service.

The valve was able to successfully withstand seismic levels which enveloped the required response spectrum (as required for biaxial testing

-by IEEE Standard 344-1975).- -To dup1-icate -test conditions at_

Franklin Institute and ensure conservative design, a similar pipe support was installed in the plant at valve 1DR7.

Corrected copie*s of the FSAR Auxiliary Feedwater System diagram have been forwarded to our Licensing and Environment Department to be included in a future FSAR Amendment.

The Engineering Department reviewed their procedures and found that this deviation appears to be an isolated. case.

To prevent future items of deviation, the Engineering Department will conduct a sample review of system boundaries to obtain*additional assurance. that no other misclassifi-cations have occurred.

This review is scheduled for com-pletion by* May 15, 1980.
