I PROPOSED CHANGE MINIMUM SHIFT CREW COMPOSlTlON SALEM UNIT NO. 2 TECHNICAL SPECIFICATIONS Description of Change
- $005190662 Temporarily remove the requirements of the triple asterisk (***)
from the OL requirements in Table 6.2-1 when Unit No. 1 is in Modes 1, 2, 3 or 4 and Unit No. 2 is in Modes 5 and 6.
Reason for Change The triple asterisk (***) in Table 6.2-1 requires that there be a Unit Nos. 1 and 2 qualified Reactor Operator (RO) available for relief duties when Unit No. 1 is in Modes 1, _2, 3 or 4 and Unit No. 2 is in modes 5 and 6.
There are presently insufficient ROs qualified on both units to fulfill this requirement.
This situ-ation will exist until additional ROs are licensed on Unit No. 2.
Tests are presently scheduled for May 19, 1980 for SROs and ROs and upon successful examination results, the need for this tempo-rary license amendment will be obviated.
Our letter to Mr.
Olan D. Parr of April 9, 1980 describes our intended shift manning and license examination schedule.
We have been.
informed by the Operator Licensing Branch that scoring and evaluation of the examination results will take a minimum of approximately eight (8) weeks.
We, therefore, request that this temporary amendment remain in effect until the results are officially received.
Safety Evaluation During those short periods of time (approximately 10 minutes) that the Unit 2 RO requires relief, the Unit 2 Senior Reactor Operator (SRO) will perform that relief function.
In ad-dition, during these relief periods, the Unit 1 SRO will be confined to the control room area.
Unit 2 operations over the coming weeks will consist of loading a new core.
This core has not been previously irradiated and contains no fission product inventory.
As such, any unantici-pated events which could occur during the short relief periods would have minimal consequences, are not considered a significant safety hazard and would not endanger the health and safety of the public.
