Dear Mr. Grier:
NRC INSPECTION REPORT NO. 50-3ll/79-34 NO. 2 UNIT SALEM GENERATING STATION We have reviewed the report of your inspection conducted on September lO - October 6, l979, which was transmitted with your letter of November l, l979, and received on November 5, l979.
Our response to the item of noncompliance is as follows:
Based on the result of an NRC inspection conducted on September 10, -
October 6, 1979, it appears that one of your activities was not conducted in full compliance with the Code of Federal Regttlations and the conditions of your NRC Facility License No. CPPR-53 as indicated below.
This item is an infraction.
10CFR50, Appendix B, Criterion V states that "Activities affecting g_uality shall be prescribed by documented instructions, procedures or drawings *** and shall be accomplished in accordance with these instructions, proced~res or drawings."
PSE&G procedure PSD #2100, Construction Fire Protection Manual, Revision o, Section IV-C, Procedure for Checking Portable Fire Extinguishers, states in IV-C.l, that " *** a monthly ins:pection~ *. shall be made on ea.ch extinguisher *** "
Contrary to the above, documentary evidence attached to the portable fire extinguishers identified below, examined on October 4, 1979, indicated previous inspec-tions had not been conducted within a month.
Extinguisher identification, indicated last inspection, and location, are listed below:

5/79 Corrective Action The fire extinguishers which had Constructor identifi-cation Nos. 227, 813, 180, 359, 11 and the fire extinguisher which had no Constructor identification number have been turned over to the Production Department and are subject to their inspection program.
All of the~e except No. 359 have been given Production Department identification numbers, Nos. 213, 215, 214, 121 and 220 respectively, and have been inspected and assigned to the fire stations which they previously occupied.
The fire extinguisher that had Constructor identification No. 359 has been removed from its previous fire station location, will be given a Production Department identification number and will be stored by the Production Department for future use.
All Unit No. 2 fire extihguishers under the responsibility of the Production Department were inspected by Quality Assurance personnel on November 19, 1979.
The fire extinguishers which had Constructor identification Nos. 723, 789 and 818 have been removed from service and returned to the Constructor's. fire house.

Future Corrective Action To prevent such items of noncompliance in the future, a thorough review of all Unit No. 2 fire extinguishers is being performed by the Company's Construction, Quality Assurance and Production Department personnel and the Constructor's personnel to establish definite responsi-bility for maintenance and inspection of each fire extinguisher by either the Constructor or the Company's Production Department.
As a result of this review, the location, identification and responsibility for maintenance by either the Constructor or the Company's Production Department will be determined for each fire extinguisher in all Unit No. 2 areas.
