This refers to a conversation between Mr. Leif J. Norrholm, NRC Resident Reactor Inspector, SNGS, and Mr. H. Midura of your staff on November 1, 1979, regarding safety-related valve lineups and valve status at Salem Unit 1.

With regard to the matters discussed, we understand that you will take the following actions:

a.

Prior to achieving Mode 4, Hot Shutdown, in preparation for Salem Unit l reactor startup, conduct a complete valve lineup, and independent verification of the following systems:

Safety Injection Chemical and Volume Control System Residual Heat Removal System Component Cooling Service Water (Nuclear)

Containment Spray Diesel Generator Air and Fuel Oil Systems Auxiliary Feedwater Reactor Coolant Control Air Chilled Water

b.

Prior to achievfng Mode 4, Hot Shutdown, in preparation for Salem Unit l reactor startup, establish positive measures to ensure that all station personnel with access to safety-related areas are aware of station require-ments relative to valve status and valve operation.

c.

Within 30 days of receipt of this letter, re-examine and/or strengthen the controls established to maintain proper valve alignment, to assure proper valve realignment, in the event valve manipulation is required, and to preclude unauthorized valve positioning during the period between formal system valve lineups.

d.

Promptly notify this office upon completion of the actions specified in each of a., b., and c. above.
