NRC IE BULLETIN NO. 79-14 NO. 1 UNIT SALEM GENERATING STATION August 16, 1979 In response to your.letter of July 18, 1979, transmitting ~RC IE Bulletin No *. 79-14 which was received on July 24, 1979, the following re~ort is offered pursuant to Item No. 1:
During the erection of piping systems for No. 1 Unit, a Stress Analysis Task Force was formed whose function was to assure, by inspection, that safety related piping conformed to stress isometric d~awings.
This included incorporating the ttas builttt conditions.
These ttas builttt conditions were revie~ed by Stress Engineering.
If the Stress Engineer determined that the revision was questionable, the calculation was rerun and the stress isometric updated.
If the condition was a minor deviation and no adverse effect would occur to the stress levels, this condition was accepted "as built" and noted on the stresi isometric.
As requested by this bulletin, we plan to field walk the safety related piping systems.
This will add assurance to identify non-conformances and confirm that our seismic input information conforms to the "as built" conditions.
See Attachment A for procedure.
There are 15 systems (see Attachment B) involved in the safety related piping investigation to confirm conditions of actual configuration.

Mr. B. 8/16/79 The inspection elements used for verifying the seismic analysis input for all safety related systems are shown in Attachment C.
In each system we have identified the. analytical isometrics which
'represent the calculated piping.
The isometrics incorporate the following information:
- a.
Arrangement drawing numbers - to obtain piping geometry.
- b.
Insulation drawing numbers - type, weight and location of insulation.
- c.
Hanger detail drawing numbers -
specific location and type of support.
- d.
Equipment manufacturer's print numbers -
the location of nozzles~ weights of valves, centers of gravity and dimensions.
In responding. to NRC Bulletin 79-07, we agreed to perform a stress walk by ourselves and by the NRC.
That sample walk ha~ taken place in the inaccessible areas of the containment by the Resident NRC Inspector, together with our Stress Engineer.
The procedure that was followed is described in Attachment A.
This same proce-dure shall be followed during our implementation of Item No. 2 of the subject Bulletin 79-14.
The tesults of these walks confirmed our previous assertions that the actual configuration conforms to the stress isometric drawings.
The inaccessible areas will be inspected first, as our plant is not operating at this time.
This will be followed by inspecting the remainder of the accessible areas *.

ATTACHMENT A PROCEDURE FOR STRESS ISOMETRIC VERIFICATION
- 1.
PURPOSE The purpose of the stress walk was to give reasonable assurance that the No. 1 Unit, Salem Nuclear Generat-ing Station, as constructed was represented on the isometric drawings (ISO} and, therefore, our stiess calculations are valid.
- 2.
GENERAL*
The Stress ISO Verification Program was initiated prior to No. 1 Unit "Hot Functional Testing."
The stress isometric was used to perform this function because it incorporates other drawings into one composite.
It is not drawn to scale, but shows dimensional piping configuration.
It also includes:
- a.
Pipe material, size and wall thickness.
- b.
Allowable SA values.
- c.
Operating Temperature
- d.
Specifications
- e.
Support location and type.
- f.
Insulation information.
- 3.
PROCEDURE 3.1 Verification of the stres~ isometrics involved in "Hot Functional" testing was done by checking the following:
3.1.1 Piping conforms to isometric configur-ation.
3.1.2 No obstructions impede thermal pipe growth:
- a.
Engineering thermal calculations were used to determine necessary cl~arance in sleeves.
- b.
Carefully checked location of first guide after a change in direction of pipe run.
- c.
Supports were described correctly on ISO and erected accordingly.

Supports found to restrict or allow growth in the proper direciion.
3.1.3 Verified that a movement chart existed on the isometric where pipe was conriected to equipment.
3.1.4 Verified that bends and fittings were prop-erly defined.
On 2" diameter and smaller pipe, verified socket welded fittings.
3.T. 5 Control valves noted for center of.gravity and if valve was tilted, it was noted as such.
3.2 Upon completion of the "Hot Functional Testing" Stress Isometric Verification Field Walk, all discrepancies wera reviewed and the following steps were taken for achieving corrective status:
RCK:pd 3.2.1 Calculations were rerun as necessary, using "as built" information on the ISO.
3.2.2 Unacceptable calculations which occurred due to "as built" revisions, necessitated revisions by the field forces to correct "as built" conditions to agree with the original acceptable stress isometric.
3.2.3 These Stress Isometrics were then rewalked to verify corrections.
