PROPOSED CHANGE A.C. SOURCES SALEM UNIT NO. 1 TECHNICAL SPECIFICATIONS Description of Change Removal of the generator breaker failure protection trip and the addition of the 4KV Bus differential trip from the list of diesel generator trips that ara not bypassed upon loss of voltage on the emergency bus and/or---sifety injection actu-ation signal.

Reason for Change The removal of the generator breaker failure protection trip is necessary to bring our technical specification in agree-ment with Branch Technical Position 17.

The addition of the 4KV Bus differential trip is required to prevent possible major damage to the diesel generator that could disable it when required.

These changes have been accepted by the NRC in the Unit No. 2 technical specifications.

Safety Evaluation The object of Branch Technical Position 17 is to forestall the occurrence of any spurious trips while the diesel gener-ators are operating under accident conditions.

As a result, all but the most vitai trips should be bypassed during any emergency start of the diesels.

This change does not constitute an unreviewed safety question for the following reasons:

1.

Bypassing the unnecessary trips has raised the margin of plant safety by increasing the availability of the diesel generators for accident conditions.

2.

The safety margin of the diesel generators has not been compromised because the most vital protection (low lube oil pressure, engine overspeed, generator differential and 4KV Bus differential trips) remains available under all operating conditions.

Verifying the diesel generator operates for > 60 minutes whi 1 e 1 oaded to > 2665 kw.

Verifying that the auto-connected loads to each diesel generator do not exceed the 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating of 2750 kw.

4.8.1.1.3 The diesel fuel oil storage and transfer system shall be demonstrated OPERABLE:

Verifying that both fuel transfer pumps can be started and transfer fuel from the 20,000 gallon storage tanks to the day tanks.

At least once per 92 days by verifying that.a sample of diesel fuel from each of the above required 20,000 gallon fuel storage tanks is within the acceptable limits specified in Table 1 of ASTM 0975-68 when checked for viscosity, water and sediment.
