Dear Mr. Grier:
NRC INSPECTION REPORT NO. 50-311/78-47 NO. 2 UNIT SALEM NUCLEAR GENERATING STATION We have reviewed the report of your Resident Inspection conducted during the period of November 19 thru December 16, 1978, which was transmitted with your letter of January 10, 1979 and received on January 16, 1979.
Our response to the item of noncompliance is as follows:
- r10CFR50, Appendix B, Criterion XIV, states, 'Measures shall be established to indicate by the use of_ markings such as stamps, tags, labels, routing cards, or other suitable means, the status of inspections and tests performed upon individual items of the nucl~ar power plant *.* These measures shall provide for the identification of items which have-s.atis;Eactorily passed the required inspections and te.s:ts, wh.e:re necessary to preclude inadvertent bypassing of such inspections and tests.'"
Salem Startup Manual, Revision OA, Section 5.5, requires that orange Turnover Identification Tags be applied by PSE&G at the time of Pre-Operational,Test and Turnover (POTTl and further states that respect for these tags is mandatory to prevent degradation of previously tested systems and components.
Contrary to the above, the followi.ng fatlures to comply with juris-dictional tagging requfrements were identified by the inspector:

l Mr. Boyce 2/2/79 During the week of October 9, 1978, valves 2SJ135, 21SJ134, 22SJ134 and interconnecting piping were found not to have PSSUG jurisdictional tags applied.
POTT of the Safety Injection system was accomplished September 11, 1978.
During the week of October 2, 1978, the Safety Injection Pump ammeter, located in the control room, was found not to have PSSUG jurisdictional tagging applied. POTT of the Safety Injection system was accomplished on September 11, 1978.
During the week of September 18, 1978, Component Cooling Pumps 21 and 22 4 KV breakers did not have PSSUG juris-dictional tagging applied.
POTT of the Component Cooling system was accomplished on September 8, 1978.
Those portions of the Auxiliary Feed System bounded by valves 23AF52, 23AF3 and the pipe junction downstream of valve 23AF4 were found not to be jurisdictionally tagged to the PSSUG on Detember 13, *1978.
POTT of the system was accomplished on Novemher 7, 1978.
On December 15, 1978, the 4 KV breakers for #21 and #22 Charging Pumps were found not to bear PSSUG jurisdictional tags.
The pumps had already undergone pre-operational testing and POTT was accomplished on October 31, 1978.
On December 13, 1978, construction personnel were observed working on a suction flange for #22 Charging Pump.
The system properly bore PSSUG orange jurisdictional tags.
No authorization to work on the sys~em was identified.
POTT of the system was accomplished on October 31, 1978.
Similar findings are included in site QA Audit SC-78-825 dated November 17, 1978.
As of December 15, 1978, no corrective action had been identified or initiated.
The following corrective measures have been initiated:

On January 16, 1979, a meeting of all PSE&G Test Engineers was held.
The specific details relatin~ to this nonconf ormance were dis~ussed.
All Test Engineers were required to perform a field inspection of all POTTtd systems to assure compliance with Section 5.5 of the Salem Startup Manual -
Rev. OA.
Written guidelines for jurisdictional tag applications were provided to each Test Engineer.
The Startup Engineer reemphasized the requirement for clear identification of all POTT'd systems.
Mr. Boyce 2/2/79 In addition, all the above items identified by the inspector have been properly tagged.
On December 19, 1978, the UE&C Project Superintendent held a meeting with Department Heads, directing them to reinstruct their personnel on the orange Jurisdictional Tagging Procedure.
The need for authorization prior to work on orange tagged syst~ms was reemphasized.

Future Corrective Action Upon completion of the reinspection of all currently POTT'd syste~s, each Test Engineer will report the completion of the tagging and a record of this reinspection will be maintained.
S.imilarly, all future systems which are POTT' d will be tagged, inspected, reported and recorded.
UE&C will issue an updated list of POTT'd systems on a biweekly basis to further assist in identification of orange tagged equipment.

Date of Compliance The field inspectibn for presently POTT'd systems wiil be completed by February 5, 1979.
The. list of POTT'd systems was provided on December 26, 1978 and subsequently updated on a biweekly basis.
