SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON MARCH 1, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on March 1, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18054A299. The meeting notice is also posted on the NRC public website. On March 1, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) draft RAIs for LAR 17-039 and (2) the references to the AP1000 DCD Rev. 19 in the VEGP Units 3 and 4 COLs.
The first topic discussed was draft RAIs for LAR 17-039. SNC requested additional clarification on the draft RAIs. In RAI 1, Question 1.a, SNC confirmed that the staffs understanding that the proposed LAR is for coatings that could have been qualified as Service Level I but qualification cannot be verified is correct. SNC stated that they would clarify that in the RAI response. In RAI 1, Question 1.b, SNC noted that the LAR is not limited to Inorganic Zinc (IOZ) coatings and that epoxy coatings designated as Service Level I are included in the scope of the LAR. SNC stated that they would clarify that in the RAI response. In RAI 1, Question 2, SNC noted that the reference to American Society for Testing and Materials (ASTM) D 7491 is understood to be ASTM D7491-08 since Reference 204 is added to the Updated Final Safety Analysis Report (UFSAR) Subsection 6.1.4 as ASTM D7491-08 and that this is consistent with how ASTM standards are referred to throughout the UFSAR. The staff agreed that the way ASTM standards are referred to in the UFSAR is acceptable. The staff stated that they would revise the RAIs to remove Question 2 and formally issue Question 1.a and Question 1.b.
The second topic discussed was the references to the AP1000 DCD Rev. 19 in the VEGP Units 3 and 4 COLs. The staff discussed how references to the AP1000 DCD Rev. 19 in the VEGP Units 3 and 4 COLs could be modified as the UFSAR. The staff discussed that the COLs could be amended via an LAR to reference the current UFSAR instead of the AP1000 DCD Rev. 19.
SNC stated that they understood the staffs discussion and noted that they would likely supplement an existing LAR to implement this change for the VEGP Units 3 and 4 COLs.
At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public.
