Discussion of References to the Design Control Document in the Combined License Issue: How should references to AP1000 Design Control Document (DCD) Revision 19 in the Vogtle Combined License (COL) be modified as the Updated Final Safety Analysis Report (UFSAR) is amended?

Description:==
There are 26 references to the AP1000 DCD Rev. 19 in the Vogtle COL. The licensee has questioned the logic behind referencing this document and how amendments should be addressed as sections in the DCD are modified by amendments. The logic for this approach at the time was that Revision 19 of the AP1000 DCD was incorporated by reference; therefore, it was cited in the license to clearly describe the requirements. Since that time, the licensee create a plant-specific UFSAR that contains both the DCD and the plant specific information. The current review of the process for testing and possible multiple changes being planned for Chapter 14 particularly highlights the issue. To date, the licensee has modified references to Revision 19 of the DCD to point to the applicable amendment number when making changes to these sections. In some cases, without the specific reference to Rev. 19 in the license, only Tier 2 information would change, which would not always require a license amendment.
Solution for Consideration: The licenses could be amended to point to the current UFSAR instead of to Rev. 19 of the AP1000 DCD. This is how this issue was addressed in development of the license for South Texas Project.
