SUBJECT:
NRC INSPECTION REPORT 50-255/97008(DRP)
Dear Mr. Palmisano:
On July 7, 1997, the NRC completed an inspection at your Palisades Nuclear Generating
Plant. The enclosed report presents the results of that inspection.
The inspection covered a 6-week period. Areas examined during the inspection are
identified in the report. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, interviews with personnel, and
observation of activities in progress. The purpose of the inspection effort was to
determine whether activities authorized by the license were conducted safely and in
accordance with NRC requirements.
During this and previous inspection periods we noted a continuing weakness with post
maintenance testing and an example of weak ALARA planning.
Based on the results of this inspection, the NRC has determined that one violation of l'>JRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice).
and the circumstances surrounding it are described in detail in the enclosed report. This
violation was of concern because, by procedure, operators could have exceeded rated
reactor power.
You are required to respond to this letter and should follow the instructions specified in the
\\\\
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further NRC enforcement action is necessary to ensure compliance
with NRC regulatory requirements.
