INSERVICE INSPECTION PROGRAM AND ASSOCIATED REQUESTS FOR RELIEF

Dear Mr. Bordine:

The NRC staff, with technical assistance from the Idaho National Engineering Laboratory {INEL), reviewed and evaluated the information provided by Consumers Power Company in its letter dated September 6, 1995, related to the Palisades Nuclear Power Plant Third 10-year Interval Inservice Inspection

{ISI) Program Plan and associated Requests for Relief.

The staff also reviewed information provided in letters dated February 19 and June 24, 1996, in response to staff requests *for additional information.

The NRC staff's evaluation and conclusions are contained in the enclosed safety evaluation {SE)., Based on the information submitted, the staff adopts its contractor's conclusions and recommendations as presented in the Technical Evaluation* Report attached to the SE.

Based on the review of the subject ISI program, no deviations from regulatory requirements or commitments were identified in the Palisades Nuclear Power Plant Third 10-Year Interval ISI Program Plan.

Relief is granted from, or alternatives are authorized for, the examination requirements that have been determined to be impractical to perform, or where a proposed alternative either provides an acceptable level of quality and safety or where compliance with the Code would result in hardships or unusual difficulties without a compensating increase in the level of quality and safety.
