Ml 49043 September 6, 1995 U S Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT THIRD INTERVAL INSERVICE INSPECTION PROGRAM Enclosed is the Third Interval Inservice Inspection Program for the Palisades Nuclear Power Plant. The Third Inspection Interval began on August 21, 1995 following the end of Cycle 11 refueling outage.

In Accordance with 10 CFR 50.55a(g)(4)(ii), the enclosed inspection program complies with the latest edition and addenda of the ASME B&PV Code (Code) incorporated by reference in 10 CFR 50.55a(b)(2) twelve months prior to the start of the inspection interval. The Code incorporated in 10 CFR 50.55a(b)(2) twelve months prior to the beginning of our third interval isSection XI of the ASME Code Division 1, including addenda through the 1988 Addenda and editions through the 1989 Edition, subject to the limitations and modifications listed in the regulation.

Section 5 of the Third Interval Inspection Program contains 10 requests for relief from selected examin_ati.on requfrements of the Code. These examination requirements have been determined to be impractical for Palisades and are not included in the Third Interval Inservice Inspection Program. The relief requests provide the basis for the determination that conformance with these Code requirements is impractical for the Palisades facility. In accordance with 10 CFR 50.55a(g)((5}(iv}, the basis for our determination that these requirements are impractical to implement at the Palisades Plant must be demonstrated to the Commission no later than twelve months following the beginning of the inspection interval. Therefore, in accordance with .

10 CFR 50.55a(g)(5)(iii}, these relief requests are being submitted for NRC approval.
