PALISADES PLANT-MODEL SAFETY EVALUATION RELATED TO CONSUMERS ENERGY COMPANY'S REQUEST FOR CONVERSION TO IMPROVED TECHNICAL SPECIFICATIONS (TAC NO. MA0805)
Dear Mr. Haskell:
On January 26, 1998, Consumers Energy submitted a request to convert the Palisades Nuclear Plant current technical specifications to improved technical specifications (ITS). On April 30, 1998, the NRC and Consumers Energy held a meeting, documented in a meeting summary dated May 26, 1998, to discuss the Palisades ITS submittal.
Among the items discussed at the meeting was the staff's use of a model Safety Evaluation *
(SE) for documenting its review of ITS conversions. The model SE for the most recently issued -
conversion was developed for the Calvert Cliffs plant, and was issued May 4, 1998 (Accession No. 9805110101 ). The model SE contains tables that categorize changes as (1) administrative changes, (2) technical changes - less restrictive (specific), (3) technical changes - less restrictive (generic), (4) technical changes - more restrictive, and (5) relocated specifications.
As discussed during the April 30 meeting, the staff is providing the enclosed electronic copies (in WordPerfect 6.1 format) of the docketed Calvert Cliffs SE to assist Consumers Energy in preparing tables similar to those of the model SE to support the staff's review of the Palisades ITS conversion.
