SUBJECT:

NRC INSPECTION REPORT 50-255/98004(DRS) AND- NOTICE OF -

VIOLATION

Dear Mr. Palmisano:

On April 1, 1998, the NRC completed an inspection at your Palisades Nuclear Generating

Plant. The enclosed report presents the results of that inspection.

-

Th_e purpose of the inspection was to determine if licensed operator requalification training

activities were conducted in accordance with NRC requirements. The inspectors concluded the

-licensed operator requalification proQrams were generally implemented' in aecordance' with -- -_ ::- -

1 O CFR Part 55 requirements with some weaknesses.

The poor quality of the written examination was a violation of NRC requirements. The violation

is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the

violation is described in detail in the subject inspection report. Please note that you are

required to respond to this letter and should follow the instructions specified in the enclosed

Notice when preparing your response. The NRC will use your response, in part, to determine

whether further enforcement action is necessary to ensure compliance with regulatory

requirements.

We are concerned with the training staff's lack of commitment for application of conduct of

operation's standards during the operating examination evaluation, and the failure of operator

communications to meet operation's expectations during dynamic scenarios. Although no

response is requested, we will consider focusing on these areas in future inspections.

In accordance with 1 O CFR 2. 790 of the Commission's regulations, a copy of this letter and the

enclosed report will be placed in the NRC Public Document Room .
