CHANGE IN COMMITMENTS TO PERFORM POST-ACCIDENT CONTAINMENT HYDROGEN CONCENTRATION ANALYSIS AND SUMP pH ANALYSIS - PALISADES PLANT (TAC NO. M91527)

Dear Mr. Haas:

By letter dated February 2, 1995, Consumers Power Company (CPCo) submitted a request to modify its post-accident sampling system (PASS) procedures.

The modification consists of removing requirements for measuring the reactor coolant system pH and monitoring hydrogen concentration in the containment atmosphere.

Also, CPCo requested confirmation of a previous request, documented in a letter dated March 2, 1987, to withdraw its commitment to monitor oxygen concentration in the reactor coolant.

CPCo provided justification for these requests by referencing the applicable modifications to the PASS contained in a topical report submitted by the Combustion Engineering Owners Group (CEN-415, "Modification of Post Accident Sampling System Requirements").

This report was approved by the staff for use in referencing on April 12, 1993.

We have reviewed your submittal and found the requested modifications acceptable for the Palisades plant.

Our safety evaluation is provided in the enclosure.
