Our response to Action Item l.d was incomplete at that time because we were waiting for the completion of three Palisades plant specific design analyses being performed as Combustion Engineering Owner's Group tasks. Those CEOG tasks have been comp 1 eted and our response to action item I. d fo 11 ows:

Based on the applicable plant specific or referenced data, licensees are requested to update their stress and fatigue analyses to ensure compliance with applicable Code requirements, incorporating any observations from 1.a above.

The analysis should be completed no later than two years after receipt of this bulletin. If a licensee is unable to show compli_ance with the applicable design codes and other FSAR and regulatory commitments, the licensee is requested to submit a justification for continued operation and a description if the proposed corrective actions for effecting long term resolution.

Compliance Status The update of the Palisades pressurizer surge line stress and fatigue analyses is part of three CEOG tasks. They are:

CEOG Task 697 - Addendum to the Piping Analytical Report for C~nsumers Power Company Palisades Nuclear Plant

- Addendum to the Pressurizer Analytical Report. for Consumers Power Company Palisades Nuclear Plant Those CEOG Tasks are now complete.

The Palisades stress and fatigue analyses have been updated as follows:

I. The. design specifications for the pressurizer assembly and the primary coolant pipe and fittings have been re~ised as part of CEOG Task 695.

The surge line piping has been analyzed as part of CEOG Task 696.

The piping responses to thermal.stratification loads have been incorporated into the piping design basis calculation.

The pressurizer surge nozzle and surge line reactor coolant system nozzle have been analyzed as part of CEOG. 697..

This update ensures that the Palisades pressurizer surge line is in compliance with all applicable code ~equirements.. Our response to Action Item l.d of Bulletin 88-11 is now complete. This letter confirms that the Palisades Plant has completed all the actions requested by Bulletin* 88-11.

The NRC's September 13,1993 letter recommended that Palisades perform volumetric examination of critical elbow components in the pressurizer surge line as part of future ASME inservice inspections.

Our evaluation of the need to include this examination in the Paliiades inse~vic~ inspections is not complete.

When we complet~ that evaluation, we will inform the NRC Palisades Project Manager of the actions we plan to implement.*
