The NRC Bulletin 88-11, "Pressurizer Surge Line Stratification,'~ was issued on December 20, 1988.

Con~umers Power Company (CPCo) responded to that Bulletin by submittals dated March 2 and December 1, 1989.

Since that time, CPCo *has continued to participate in a Combustion Engineering Owner's Group (CEOG) Task to resolve the issue. The product of.that task consists of two*reports. They are:

CEN-387~P, Rev. O, and CEN-NPSD-546-P, Revisibn l~ Volumes I and II. CEN-387-P is a generi~ bounding evaluation submitted to the NRC for a safety evaluation.

CEN-NPSD-546-P, Volume I contain~ the basis for CEN-387-P.

CEN-NPSD;546-P, Volume II contains plant specific calculations, bounding analysis, and field data from Omaha and Southern California Edison.* CEN-NPSD-546-P was not submitted to the NRC for review.

The following is a summary of the Bu.lletin 88-11 requests; the Septembe*r 13, 1993 NRC letter request and the Palisades compliance status.

licensees are requested to conduct_ a visual inspection (ASME,Section XI, VT-3) of the pressurizer surge line at the first available cold shutdown after receipt of this bulletin which exceeds seven days.

This inspection should determine any gross discernab1e distress or structural damage in the entire pressurizer surge line,* including piping, pipe supports, pipe whip restraints, and anchor bolts.

Compliance Status A visual walkdown was conducted a~ documented in Table 4~1 of

  • CEN-387-P.

Request lb. Within four months of receipt of this Bulletin, licensees of plants in operation over 10 years (i.e., low power _license prior to January 1, 1979) are requested to demonstrate that the pressurizer surge line meets the applicable design codes and other FSAR and regulatory commitments for the licensed life of the plant, considering the phenomenon of thermal stratification and thermal

striping in the fatigue and stress evaluations.. This may be accomplished by performing a plant specific or generic bounding

. analysis. If the latter option is selected, licensees should demonstrate applicability of the referenced generic bounding analysis.

Licensees of plants in operation less than ten years (i.e., low power license after January 1, 1979), should complete the.

foregoing analysis within one year of receipt of this*bu11etin.

Since any piping stress observed by addressees in performing action 1.a may affect the analysis, the licensee *should verify that the bounding analysis remains valid. If the opportunity to perform the visual inspection in 1.a does not occur within the periods specified in the requested item, incorporation *of the results of the visual inspection into the analysis should b~ performed in a supplemental analysis as appropriate.

Where the analysis shows that the surge line does not meet the requests and licensing commitments stated above for the duration of.

the license, the licensee should submit a justification for continued

. operation or bring the plant to cold shutdown, as appropriate, and implement Items 1.c and 1.d below to develop a detailed analysis of the surge line.

Compliance-status A generic-bounding analysis was performed as described in S~ction 2.7, 2~8, 3.6, and 3.7 of CEN-387-P.

The licensee may choose, for example, either to insta11 instruments on the surge line to detect temperature distribution and :

thermal movements or to obtain data through collective efforts, such as from other plants with a similar surge line design. If the latter o.ption is selected, the licensee should demonstrate similarity in geometry and operatio~.

Compliance Status Request Data used for the thermal stratification assessment were collected as described in Sections 2~2 and 3.1 of CEN-387-P.

Sections ~~2 and 3.1 of CEN-387-P also address the appropriateness of applying that data.

ld. Based on the applicable plant specific or referenced data, licensees are requested to update their stress and fatigue analyses to ensure compliance with applicable Code requests, *incorporating any observations from 1.a above.

The analysis should be completed no later than two years after receipt of this bulletin. If a licensee is unable to show compliance with the applicable design codes and other FSAR and regulatory commitment, the licensee is requested to submit a justification for continued operation and a description of the proposed corrective actions fOr effecting long term resolution.

  • Compliance Status At this.time, we are continuing our ~fforts to comply with the requests of NRC Bulletin 88-11 by participating in three additional CEOG tasks ~hich wtll be the basis for our response to this request.

They are:

CEOG Ta~k 695:

Design Specification; CEOG Task 696:

Surge Line Piping Design Report Addenda; and CEOG Task 697: *.Surge Line Nozzle.Design Report Addenda.

These tasks are expected to be completed during the first quarter 1994.

Verify the applicability to Palisades of the bounding analysis reported in CEN-387-P~ Revision 1.

Compliance Status The.bounding analysis applies tb Palisades.

The documentation supporting that conclusion is in Section 2.7 and 3.6 of CEN-387-P.

4 The September 13, 1993 NRC letter also recommended that Palisades enhance the ASME Section XI inservice inspections by performing volumetric examination of critical elbow components. Since the Palisades ISi program is conducted in accordance with Section XI of the ASME Code, the necessity for ~nd the feasibility of ~onducting those volumetric ~xaminations is being.evaluated and will depend on_ the results of the surge li~e stress analysis and the existence of industry inspection standards which do not currently exist.

    • As described above~ Palisades has complied with the NRC requests in regard to Bulletin 88-11 with the exception of Item l.d~ All analysis results and speCifications are expected to be complete by April 1, 1994.

The status of the Palisades Plant's complianc~ with Bulletin 88-11 will be revised within 30-days of completion of those analyses and specifications.
