SAFETY EVALUATION OF THE CRACKING OF INCONEL 600 COMPONENTS IN THE PALISADES PRESSURIZER (TAC NO. M87760)

As a result of the NRC staff review of your engineering analysis and root cause evaluation dated October 7, 1993, for the through-wall crack discovered in the Palisades pressurizer power-operated relief valve (PORV) safe-end, the staff forwarded two requests for additional information to you, both dated October 8, 1993.

Subsequently, the staff received your responses dated October 15, 20, 27, 29, November l, and 30, 1993.

On October 9 and 12, 1993, Palisades plant personnel identified cracks at the pressurizer steam phase and liquid phase temperature element nozzles, respectively. These failures were attributed to primary water stress corrosion cracking (PWSCC).

The staff has reviewed your submittals dated October 7, 15, and 20, 1993.

In these, Palisades described the analyses and repairs of cracks in the PORV line and in the two instrumentation nozzles.

The staff finds the repair welds acceptable for the operation of one fuel cycle.

This finding is based on your evaluations, repairs and inspections, existing leak rate monitoring requirements and capabilities, and the fact that a failure of one of the subject lines is bounded by the small break loss of coolant accident (LOCA) described in the Final Safety Analysis Report.

The staff's safety evaluation is enclosed.

Palisades has also committed to developing a plan to address the PWSCC of Inconel 600 components in the Palisades primary coolant system.

This plan should include the technical bases for planned inspection, modifications,

Mr. Gerald January 18, 1994 repairs, and replacement, particularly for the PORV, surge line and spray line nozzles. This plan should be submitted 3 months prior to start of the next refueling outage.
