NRC GENERIC LETTER (GL) 89-13, "SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY RELATED EQUIPMENT," (TAC NO. M74037)
By letter dated November 6, 1992, Consumers Power Company (CPCo) provided the final response to GL 89-13 for the Palisades Nuclear Plant. Additional information on this subject was provided in CPCo letters dated January 29, 1990, and March 1 and December 20, 1991.
In your original response to the GL you identified various programmatic enhancements and committed to several plant modifications.
However, in your letter of November 6, 1992, you stated that, based on your continued evaluation of the service water, component cooling water and auxiliary feedwater systems, you have determined that modifications to these systems are not necessary and, therefore, were withdrawing your commitment to perform the modifications to these systems.
Your response fulfills the reporting requirements of the generic letter. This item is closed.
Please note that GL 89-13 requested licensees or applicants to perform five specific actions to ensure that the service water system is in compliance and will be maintained in compliance with 10 CFR Part 50 requirements.
If a licensee or applicant chooses a course of action different from the recommended actions of the generic letter, the licensee or applicant should document and retain in appropriate plant records a justification that the heat removal requirements of the service water system are satisfied by use of the alternative program.
