REPLY TO NOTICE OF VIOLATION (NOV) 9IOI7 NRC Inspection Report 9IOI7, dated October I, I99I, documented the results of a special safety inspection and reported two apparent violations resulting from the inoperabil ity of conta,inment spray pump _P-54C.
This condition was reported to the NRC in Consumers Power Company's (CPCo) licensee event report (LER) 9I-OI6, dated August 22, I99I.
The apparent violations were further discussed in an Enforcement Conference on October 9, I99I.
As a result of the inspection report and the enforcement conference, a Notice of Violation (NOV 9I017) was issued on November I4, 199I, that identified two violations for (a) failure to establish adequate written procedures or instructions to ensure that the containment spray pumps, and similarly the high pressure safety injection pumps, were verified operable; and (b) operation of the reactor at power while containment spray pump P-54C was inoperable without complying with the applicable'technical specification.
- By letter dated December 9, I99I, CPCo responded to NOV 9IOI7, and in the response our "Corrective Action to Avoid Future Non-Compliance" included the following commitments:

Remote and local indication of-closing coil power for safety related 2400/4I60V soleno~d operated breakers for Buses IA, IB, IC and lD will be installed. This will provide the operator with positive indication as to whether or not the cl~sing coil circuit and the control power circuit is energized. This action is scheduled for completion in the I992 refueling outage. -

Breakers on these buses are non-safety related, therefore, delaying the ihstallation of these indicators is ~ot a safety significant issue. This action is scheduled for completion in the 1993 refueling
- outage.
2 Remote and local indication for the safety related 2400/4160V breakers on Buses lA, lB, lC, and 10 was installed during the 1992 refueling outage. This work was performed via specification change (SC)91-135, "Breaker Indicator (152-104) Modification."
Du~ing a recent review of the scope of work for the 1993 refueling outag~, the necessity for providing remote and local indication for 2400/4160V solenoid operated breakers for Buses lE, lF and lG was reviewed.
It was determined that the 2400/4160V solenoid operated breaker~ on Buses lF and lG are non-safety related, are not quality classed (i.e., Q-listed), and do not serve critical loads. Therefore, the 2400/4160V solenoid operated breakers on Buses lF and lG will not be re-wired during the 1993 refueling outage; however, re-wiring of the non-safety related, quality class (i.e., Q-lfsted), 2400/4160V
. solenoid operated breakers on Bus lE, to provide remote and local indication, remains scheduled for completion during the 1993 refueling out.age.
