PALISADES PLANT - INSERVICE TESTING (IST) PROGRAM RELIEF REQUESTS, GENERIC LETTER 89-04 (TAC NO. M81064)
By letter dated June 28, 1991, Consumers Power Company submitted a revised Palisades IST program: The submittal superseded all previous revisions, reflected modifications made during the 1990 refueling outage and indicated that compliance with Generic Letter (GL) 89-04 guidance has been achieved.
The NRC staff, with assistance from Brookhaven National Laboratory. has reviewed and evaluated your response to GL 89-04 and the IST program relief requests included in the June 28, 1991, letter.
The results of our review are provided in the enclosed Safety Evaluation (SE) as supplemented by the attached Technical Evaluation Report (TER).
Relief is granted from the testing requirements which we have determined would be impractical to perform, where compliance would result in a hardship without a compensating increase in. safety, or where the proposed alternative testing provides an acceptable level of quality and safety.
The TER, Section 5.0, identifies items you should address and respond to within one year of the date of this letter or by the end of the next refueling outage, whichever is later.
You are required to comply with the IST program defined in Revisions EM-09-02 (valves) and EM-09-04 (pumps) where relief has been granted by GL 89-04 and the enclosed SE.
Inservice Testing program changes such as additional relief requests or changes to approved relief requests should be submitted for staff review, but should not be implemented prior to review and approval by the NRC.
New or revised relief requests meeting the positions in GL 89-04 should be submitted to the NRC staff, but can be implemented provided the guidance in GL 89-04, Section D, is followed.
Inservice-Testing program changes that involve additions or deletjons ~f components from the IST program should be provided to the NRC.
The review performed for the TER did not include verification that all pumps and valves within the scope of 10 CFR 50.55a and Section XI of the ASME Boiler and Pressure Vessel Code and applicable addenda are contained in the IST program.

The submittal should include, as a minimum, details of the documents used, the method of determining if a component requires inservice testing, the basis for the testing required, the basis for categorizing valves, and the method or process used for maintaining the program current with design modifications or other activities performed under 10 CFR 50.59.
If a description of this process is not already available from existing documentation, the. staff envisions that this request could be answered in two to four pages.
This description should be incorporated into the IST program in appropr_i ate secti~ns. We request this information be submitted ~ithin one year of the date of this letter, or by the end of the next refueling outage, whichever is later.
This action completes our review under TAC *Number M8l064.
