d On June 28, 1991, Consumers Power Company submitted a revised Palisacfes lnservice Testing (IST} program.

The submittal superseded previous program revisions, reflected modifications made during the 1990 refueling outage, and indicated that compliance with Generic Letter (GL} 89-04 guidance had been achieved.

The NRC staff, with assistance from Brookhaven National Laboratory, reviewed and evaluated our response to GL 89-04 and the IST program relief requests that are part of our IST program.

The results of that review were provided in a Safety Evaluation Report (SER} and supplemented by the Brookhaven National Laboratory Technical Evaluation Report {TER} in the NRC's July 15, 1992 letter.

As stated in the SER, some of the requested reliefs were granted, sdme were granted ba~ed upon the NRC's stated interpretation of our request, and some relief requests were denied.

For those relief requests that were denied, the SER directed us to comply with the code requirements or submit a revised relief request within the first quarter after receiving the safety evaluation, except where interim relief had been granted.

Interim relief, for a period of one year or until the end of the next refueling outage whichever is later, was granted for specific cases where the NRC determined that immediate imposition of the code requirements would be an undue burden without a compensating increase in the level of safety.

In Consumers Power Company's letter, dated December 29, 1992, additional information was submitted concerning those items for which relief was denied in the NRC's July 15, 1992 SER and interim relief was not granted.

.For those relief requests that were: 1) approved based on the interpretation of the information we provided with the relief requests or were, 2) denied but interim relief was granted; the July 15, 1992 letter.requested that a response to the items described in the TER Section 5~0 be pfovided within one year of the date of the letter or by the end of the next refueling outage whichever was later.

In accordance with the NRC request, we are providing the response by the end of the refuel i ng outage fo 11 ow.i ng receipt of the letter. contains the response to the TER Section 5 items.

It is noted that responses to the TER items 5.6, 5.18, 5.19, 5.20, 5.22, 5.28, and 5.31, were submitted in our December 29, 1992 submittal~

  • contains responses to va~ious items in the TER Sections 3.0 and 4.0 for which we determined a response would be appropriate. This information was not requested to be provided by the NRC's July 15, 1992 letter.,

A.ttachment 3 contains the response* to two NRC requests for information.

First, a description of the process used in developing the IST program is provided as requested in the July 15, 1993 NRC cover letter. Secondly, the

. results of our actions to review the entire disassembly and inspection program for IST valves to determine where improvement$ in the valve testing can be made, is provided as requested in the evaluation Section 2.3 of the SER. contains the latest revision to the IST valve program procedure (EM-09-02).

EM-09-02 contains the program revisions referenced.in our responses to the Secti~n 5.0 TER items and the relief requests revised as a result of the SER comments.

. Attachment 5 contains the la test revision to the IST pump program procedur.e (EM~09-04). EM-09-04 contains the program revisions r~ferenced in our responses to the Section 5.0 TER items and the relief requests revised as a result of the SER comments.

Finally, Attachment 6 contain$ Consumers Power Company's June 3, 1~93 submittal that transmitted additional information concerning Valve relief requests 6 and 7.
