I Enclosed for your review before o~r scheduled meeting of June 30, 1992, is the Inttial SALP 11 Report for the Palisades Nuclear Plant, covering the period January 1, 1991 through March 31, 1992.

bC. DJ Dmf3 In accordance with NRC policy, I have reviewed the SALP Board Assessment and concur with their ratings. It is my view that your conduct of nuclear activities in connection with the Palisades facility reflects adequate sensitivity to nuclear safety. Other specific highlights of the report are set forth below:

1.

The Categoiy 1 ratings in the areas of Maintenance/Surveillance and Security were the same as in the previous assessment.

You are to be commended for the continued high level of performance in these areas.

2.

The area of Emergency Preparedness was rated Category 2.

The Board noted that the declining performance trend observed in the previous period had been corrected and performance is now constant.

Improvements made in training and staffing were recognized by the Board.

The declining trend in the area of Engineering/Technical Support was also corrected.

Your s~st~m engineering program is a strength and we see some improvement in

  • other engineering areas.

Howev.er, continued, close management* attentfon is recommended as a result of. the weaknesses disc~ssed i~ the Report.

The Category 2 ratings in the areas of Radiological Controls and Safety Assessment/Quality Verification were the same as in the previous assessment.

4.

Performance in the Plant Operations functional area declined.

The Board determined that the decline was not sufficient to lower the SALP rating from Category 1 to Categoiy 2.

I accept this Board determination but emphasize the concern discussed in the R~port related to loss of shutdown cooling, the containment integrity problem and the Severity Level III violation related to the inoperable containment spray pump.
