NOTICE OF VIOLATION Consumers Power Company Palisades Nuclear Generating Plant Docket No. 50-255 License No. DPR-20 During an NRC inspection conducted on January 13-17, February 12-14 and March 16, 1992, violations of NRC requirements were identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1991), the virilations are listed below:

10 CFR 50, Appendix' B, Criteria XVI require that measures shall be established to assure that conditions adverse to quality are promptly id~ntified and ~orrected.

Contrary to the above, Consumers Power Company failed to perform corrective action conc~rning a previously identified Notice of Violation issued in Inspection Report Number 50-255/86032(DRS), violation 255/86032-02D(DRS), where the licensee was tti revise the applicable Periodic Activity Control Sheets to provide steps to analyze oil and inspect sleeve bearings for 2400 Volt motors.

This is a Severity Level IV violation (Supplement I).

10 CFR 50.49, paragraphs (f) and (g), require that electrical equipment important to safety must be qualified by test and analysis prior to the EQ deadline of November 30, 1985.

Contrary to the above, Consumers Power Company failed to qualify various configurations of Raychem heat shrink tubing used in electrical splice assemblies for 10 CFR 50~49 designated applications inside containment cable penetrations, prior to the EQ deadline of November 30, 1985.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Consumers Power Company is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington D.C. 20555 with a copy to the U. S. Nuclear Regulatory Commission, Region Ill, 799

  • Roosevelt Road, Gl~n Ellyn, Illinois, 60137, and a copy to the NRC Resident Inspector at the Palisades Nuclear Generating Plant within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a "Reply to a Notice of Violation" and should include for each violation:

(1) the reason foi the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

issued as to why the lice~se should not be modified, suspended, or revoked, or
